The Government of the Kyrgyz Republic recognizes that addressing sexual and reproductive health challenges is essential to the development of the country, ending poverty and achieving the Sustainable Development Goals.
The Kyrgyz Republic has made a good progress in reduction of the maternal mortality during the last several years. The maternal mortality ratio (MMR) for 2016 is 30.3 per 100 000 live births. A reduction of the MMR from 2015 to 2016 constituted 21.3% and 40% from 2012 to 2016. By the end of 2016, the Kyrgyz Republic has achieved its set target on reduction of maternal mortality in the frame of the national healthcare reforms program “Den Sooluk” 2012 – 2018.
The Kyrgyz Republic have experienced insufficient progress with securing the rights of people to freely choose, obtain, and use high-quality contraceptives, including condoms for family planning and prevention of HIV and STIs. Contraceptive prevalence rate of the Kyrgyz Republic has declined substantially during the previous two decades from 60% in the 1997 DHS to 36% in the 2012 DHS with a modest increase to 42% in the 2014 MICS. Unmet need for family planning is still high constituting 19%.
Commitment of the Kyrgyz Republic to the Agenda 2030 for Sustainable Development along with the commitment to goals of the National Healthcare Reforms Program “Den Sooluk” for 2012 – 2018 require mobilized efforts to accelerate progress in improving quality of family planning services and the attainment of greater access and utilization of modern contraceptives particularly for women from vulnerable groups.
To accelerate the progress towards ensuring rights of people to accessing family planning services including contraceptives the Kyrgyz Republic will:
· Allocate state funds for purchasing contraceptives to cover needs of 20% of women who are at high medical and social risks of maternal mortality in 2018.
· The Government of Kyrgyz Republic will increase funds to cover needs of 50% of women who are at high medical and social risks of maternal mortality by 2020.
· Improve the quality of family planning services by implementing recommendations of WHO and clinical protocols on family planning with monitoring of implementation of the clinical protocols.
· Eliminate barriers for registration of modern contraceptives in the country and expand list of contraceptives available on the market of the Kyrgyz Republic.
· Strengthen mechanisms of identification of groups of women at high medical and social risk of maternal mortality and monitoring of targeted use of contraceptives by women from high risk of maternal mortality.
· Revise curricula on family planning of educational institutions with focus on counseling, post-partum and long acting methods of contraception. Develop education package on family planning for distance learning.
· Strengthen awareness raising of population on family planning.
· Strengthen inter-sectoral collaboration on family planning and promote participation of beneficiaries into developing, implementing and monitoring delivery of family planning services.
The Government of the Kyrgyz Republic will continue working with UNFPA and FP 2020 Secretariat to develop commitment statement that will guide preparation of implementation plan.
